The Quiet Arbitrage in Women’s College Sports
What the scholarship math actually says — and what changed in 2025.

Every year a version of the same conversation happens in a kitchen somewhere. A ninth grader is good at a sport. The club team costs six thousand dollars, the travel costs more, and somebody says the word scholarship, and suddenly the spreadsheet in everyone’s head starts running. The question underneath it is never really “which sport should she play.” It’s “is any of this going to pay for itself.”
The honest answer is: usually not, and the people selling you the dream know that. But the second answer is more interesting, because the odds in women’s college athletics are structurally better than in men’s, they are wildly uneven across sports, and almost nobody plays the board the way the board is actually laid out.
Start with the number that ruins the fantasy
About seven percent of high school athletes go on to play NCAA sports at any level. Around two percent play Division I. Of those who do get athletic aid, the average award across all NCAA athletes lands in the low thousands per year — nowhere close to a full ride, and nowhere close to what a decade of club fees, private coaching, showcase tournaments, and airfare cost to produce.
Run that as a straight investment and it is a bad one. If the sole objective is money for college, the highest-return activity available to a fifteen-year-old is her GPA. Academic merit aid is larger, more predictable, available at far more schools, and doesn’t depend on an ACL holding up.
That’s the floor. Everything below is what sits on top of it.
Why the women’s side is different
Title IX doesn’t require equal spending on men’s and women’s athletics. It requires that athletic aid be distributed roughly in proportion to participation, and it has a separate three-prong test for participation opportunities. Football complicates that math enormously — FBS used to run 85 scholarship men plus a large walk-on layer; opt-in schools can now roster 105 — and the place the count gets counterbalanced is women’s non-revenue sports.
This produces a genuine structural asymmetry. Schools with football need to fund women’s roster spots to stay compliant. Women’s rowing exists at the scale it does in the NCAA largely because of this arithmetic. So do sizeable women’s programs in sports with almost no youth pipeline feeding them.
The result: in several women’s sports, the demand for bodies exceeds the supply of trained athletes. That gap is the arbitrage.
Where the gap is widest
Rowing
Rowing is the clearest case in American sports. High school rowing barely exists outside a handful of metro areas — the Northeast corridor, Seattle, parts of Florida and California. Meanwhile NCAA women’s rowing carries large rosters and is one of the most scholarship-dense women’s sports in the country. The consequence is that Division I programs actively recruit athletes who have never touched an oar. They recruit height, wingspan, and an erg score you can develop inside a year. Coaches run “learn to row” walk-on programs precisely because the recruiting pool is too thin to fill the boat otherwise. If you are 5'11" with decent aerobic capacity and good grades, rowing is the single most direct path from “no recruiting profile” to “recruited athlete” that exists. Ice hockey
Ice hockey runs on a small, geographically concentrated participation base feeding a comparatively large set of college programs. The odds of a female high school hockey player reaching the NCAA are among the best of any sport. The catch is that the pipeline is real — you generally can’t start at sixteen — so this is a bet families make when the kid is already in it. Fencing, equestrian, water polo, and rifle
Fencing, equestrian, water polo, and rifle all share the same shape: tiny national participation, a fixed number of college programs that must be filled every year, and a heavy concentration at academically strong institutions. Fencing in particular functions less as a scholarship play and more as an admissions one — the sport is disproportionately represented at Ivies and highly selective privates, and the recruiting slot is the asset, not the money. Golf, lacrosse, and swimming
Golf, lacrosse, and swimming sit in the middle: better-than-average odds, real scholarship dollars, but with developed enough youth pipelines that you’re competing against athletes who started at eight.
Basketball, soccer, and volleyball
Basketball, soccer, and volleyball are where most families actually are, and they carry the worst odds on the women’s side by a wide margin. Huge high school participation, intense club infrastructure, and no supply shortage anywhere. These are wonderful sports. They are terrible investments.
What changed in 2025, and why it matters more than sport selection
The House v. NCAA settlement restructured Division I at schools that opt in. Sport-by-sport scholarship caps were eliminated. Roster limits replaced them. A participating school may offer athletically related aid to every athlete on that roster — a full ride per seat is allowed, not required. Power-conference defendants had to opt in; other Division I schools choose. Schools that stay out keep the old, lower scholarship limits. In practice, two different things followed — and they are not the same in every sport.
First, the old unlimited-walk-on path narrowed where the new cap sits below the squads those sports used to carry: football, baseball, and men’s basketball. It did not vanish in sports where the cap is above the old typical roster. Women’s rowing’s ceiling is 68 against an old typical roster around 42; the learn-to-row walk-on path is now a budget choice, not a closed door. Designated student-athletes squeezed by 2025–26 implementation are exempt from the cap for the rest of their eligibility — a grandfather, not a strategy for a new recruit. Ignore aggregator tables that merge track and cross country into a single “62.” Indoor track, outdoor track, and cross country are separate limits; a dual-sport athlete occupies a slot on each roster she actually trains or competes on.
Second, revenue sharing is a separate pool from scholarships. Opt-in schools may share athletic revenue with athletes under a per-school cap (about $20.5 million in 2025–26, then +4% in years two and three of each cycle). The first $2.5 million of new athletics aid above 2024–25 sport limits counts against that cap. That money has flowed overwhelmingly toward football and men’s basketball at most Power schools — by institutional choice, not a settlement formula. Departments that fully fund new football and baseball seats then have to think about Title IX participation and athletic-aid proportionality — which is why large women’s rosters remain structurally useful. Some Olympic-sport programs have been cut; that is a budget outcome, not a settlement requirement. The arbitrage described above is real, but it is not permanent, and a family betting a decade on it should assume the terrain shifts again before the kid graduates.
The strategy that actually holds up
Pick a sport with a small national participation base and a body type your daughter already has, rather than one you hope she grows into. Aim at Division III and at academically strong Division I programs — including the Ivies, which offer no athletic money at all — where the sport unlocks admission and access to need-based and academic aid rather than an athletic check. Treat the sport as a hook that opens a door, not as a revenue stream.
And run the real comparison, which nobody runs: not “scholarship versus no scholarship,” but “twelve years of club costs versus the aid actually received.” For most families in most sports, writing the club fees into a 529 beats the scholarship outcome outright.

The counterargument, which is strong
All of the above optimizes for a variable that may not be the one that matters.
The best sport for a kid is the one she’ll still be doing at seventeen. Odds on a spreadsheet are worth nothing if she quits at fourteen because you moved her into fencing for reasons she could feel were not about her. Sport produces things that don’t show up in the aid letter — the ability to lose in public and come back, a body she trusts, a set of adults who aren’t her parents, a decade of showing up when it’s cold. Those compound too, and they compound for everyone, not just the two percent.
The strongest version of the argument here isn’t pick the sport with the best odds. It’s this: if she’s already choosing between two sports she loves equally, know which one the math favors. That’s a small, real edge. Everything beyond it is a story people tell to justify the cost of the travel team.
