In-state vs out-of-state is not a vibe
Public tuition splits are Scorecard fields. Treat them as hard constraints before soft prestige.

For public universities, residency can change the bill more than any soft weight. Scorecard publishes separate in-state and out-of-state tuition figures. Soft “I might get in-state later” hopes are not a filter.
